HOW TO TELL IF THE PHONE NUMBER IS LOCAL:

Use an ordinary telephone pluged into any jack in your home to do this simple test. Dial the number you want to test with no '1' nor area code. If the call goes through with no error message and you hear a modem at the far end trying to communicate with you, then you know you have the right number and that it is local.
